All technical assistance will be provided through consultancy companies or individual experts in form of expertise, advisory or trainings. Direct financing in any form is not possible. No civil works or purchase of equipment is permitted.

Eligibility

Component 1 – Knowledge Creation and Dissemination: Research institutes, universities, national climate technology centres, national designated entities, and other relevant institutions are eligible following the modalities indicated in each call for proposals. The institutions will be awarded a research grant or will enter in a contractual agreement with the AfDB to produce specific research and knowledge work. 

Component 2 -Support to Policy and Institutional Reform: All public sector entities of sub-Saharan African countries and sub-regional institutions (such as Regional Economic Communities and their institutions) are eligible for support. Technical Assistance for Policy and Institutional support is delivered through a set of pre-selected consultancy firms that have entered in a framework contract agreement with the AfDB. The firms - three for adaptation and three for mitigation - will respond in short time to requests for proposals from the AfDB and the selected one will provide Technical Assistance to the beneficiary. 

Component 3 – Program and Project Support: Both public and private sector entities are eligible and are evaluated on the basis of: a) the availability of an initial assessment indicating the technical, economic, commercial/financial, environmental and social soundness of the proposed investment project; b) confirmation that the investment is a government priority; and c) potential impact on climate change and technology transfer. The Technical Assistance for Programs and Projects is delivered through external consultancy firms or individuals selected following the AfDB procedures.
